Board set to hear plan for Jackson Mews
Leigh Realty proposes 2,500 housing units over 15-year buildout

The Jackson Planning Board is expected to begin hearing testimony on Feb. 5 for Jackson Mews, a residential development of 2,531 homes.

Leigh Realty, Brick Township, will seek municipal approval to construct the homes in a Planned Mixed Unit Residential Develop-ment zone on 610.5 acres.

The project will be on West Commodore Boulevard, Route 526, to the north and will be bordered by West Freehold Road, Route 638, on the south. Leesville Road is on the west of the project and Cedar Swamp Road, Route 527, is to the east. West Fish Road will run through the project from northwest to southeast.

Attorney Ray Shea and engineer David G. Eareckson are expected to represent the applicant in hearings before the board.

According to plans on file with the township, Leigh Realty expects to construct 2,531 units over 15 years in seven phases.

In the first phase, which will occur during years one through three, 580 condominium apartment units are expected to be constructed. There will be 1,247 parking spaces provided where 1,160 parking spaces are required.

During the second phase, years three through five, 210 condominium apartments are expected to be built. There will be 426 parking spaces where 420 parking spaces are required.

The next phase will see the construction of 216 garden apartments during years two through four. There will be 436 parking spaces provided where 432 parking spaces are required.

At the same time, it is expected that 620 townhouses will be constructed during years two through six. There are expected to be 1,656 parking spaces provided where 1,426 parking spaces are required.

During years seven through 15, 168 additional garden apartments will be constructed and 336 parking spaces provided.

During years seven through 15, it is expected that 712 townhouses will be constructed, along with 1,933 parking spaces, where 1,638 parking spaces are required.

The last phase will be constructed during years six through 15. That phase will consist of 25 single-family homes with 88 parking spaces, where 63 parking are required.

The project will provide a total of 6,122 parking spaces where 5,475 parking spaces are required.

When all work has been completed, it is expected there will be 384 affordable housing units in Jackson Mews and 2,147 market rate units.

Affordable housing units as defined by the state are homes that are rented or sold at below market rates to people who have incomes that meet regional income guidelines established by the state Council on Affordable Housing.

Plans call for a maximum building height of 35 feet or three stories in the multiple family units and there will be a 30-foot distance between buildings, along with a proposed 50-foot front yard setback and a 75-foot setback along major roads.

The maximum number of units per building will be 12.

The plans indicate there are wetlands in the vicinity of the proposed project.
